On the Floating Continent, Kefka is about to meddle with the statues that keep the world in balance. Can go over mountains; can only land on plains. It was originally the eastern part of the southern continent where the Cave to the Sealed Gate was located, and was levitated by the power of the Warring Triad.

Go to the Floating Continent, and, without getting Shadow, go through the entire continent all the way to Atma/Ultima Weapon, and beat him.

You can choose to get here through the airship commands.
